WASHINGTON (AP) — Black members of Congress on Wednesday spurned President Clinton's latest fence-mending invitation to the White House, saying they're worried he's going to cave in and support budget cuts that hurt the poor. "We are not combative, but we are not going to roll over out of blind allegiance," said Rep. Kweisi Mfume, D-Md., chair-man of the Congressional Black Caucus, who was supposed to meet with Clinton today. Black caucus members in a three-hour meeting Wednesday voted unanimously to decline Clinton's invitation because a "reevaluation and reassessment" of black lawmakers' relation-ship with the White House is not complete, Mfume said.
